but i cant get them to request the exact item amount and no more

The only way to get perfect numbers from a requester is with a chest handoff and having the requester trash unrequested items

The idea is that you set the requester to the exact amount you want.
Set the inserter between the requester and the handoff chest to set filters based on the request you set to the requester. with a hand size of 1
Whatever is in the handoff chest gets removed from the request list(and thus also from the inserter filter)
The requester will be up to 4 items off, but the handoff chest will be exactly what you wanted
This is assuming you've figured out how to get the exact amount you want as a signal group
