Bug or am I missing something?

Heya.
When I make a PvP scenario with 'Allow Spectators' unchecked, people can still join a spectator team when they join / spectate fully.
How can I disable them from being able to spectate if the only in game option doesn't?

Perhaps scenario is the wrong terminology here as that's something else. The checkbox I am talking about here is when you create a 'round'.
