#Fulgora rockets not launching properly

Hey everybody! So I have 3 separate bases on the different islands of Fulgora, and each of them is more or less focused on 1 or 2 products. For some reason, only some of them are launching things into orbit at a time, and one of them isn't launching at all despite having enough products to fill a rocket. Currently, only one of the bases is launching science, and the other two are both supposed to launch recyclers and EM plants as well as a small amount of other things that are also aplenty. All silos ARE set to Automatic request. ALl of them have their own seperate logistics network. All of them have enough rocket parts and power. All of the products are in passive provider chests or storage chest. Does anyone else know what the hell is going on? Maybe one of the Silos are filling slowly, and it wants to send everything, and so the requests are technically being "Fulfilled"?

in “auto request” mode the silo will only make a logistic request if there is enough in the logistic network to launch a single item-type rocket, either because there’s enough to fill the rocket or there’s an orbital request with a lower minimum payload, and you have at least that much in storage
