elevated rails and quality are mods which come with the Space Age DLC, if you only have the base game then you can't use them

Understood, should we delete them from the server and if so, how do we do that?

i'm not sure since i haven't run a server before, but i think you just open the 'mods' screen from the main menu and untick the box next to those 2 mods

then set up a new game
