all 42 rockets on Vulcanus have plenty of materials. 2 extra green circuit rockets but those are manual, not automatic request from platform
shift + right clicked shift + left clicked over all 42 main silos to make sure they were all auto send
all rockets and stone are in same logistics network
no mods besides base game and full expansion
incident began in 2.0.22
updated to 2.0.23 and still bugged

yes, i could probably just turn off and on request to fix, but that wouldn't prevent the underlying bug
