I'm attempting to make a simple soundtrack replacement mod, but while testing it out, an "Audio error" pop-up appears with the text "Failed streaming audio". I believe it's a file format issue, but I've tried .wav and .ogg, but both result in the same error. My searching doesn't turn up anything useful, so I'm hoping to find some guidance here.

I haven't, but I'll give it a shot. This forum thread claims only .ogg, .wave, and .voc are supported: https://forums.factorio.com/viewtopic.php?t=41378. It's old though. Is there a bigger list of supported file types now?

I know this because when helping update a friend's mods, I discovered that some of their png's were in fact jpeg's

You are re-encoding it and not just renaming the file, right?
Exported it out of Audacity for both .wav and .mp3. That should re-encode it, right?

I didn't hope think you were, but people can be surprisingly dumb at times and it's faster to get them out of the way early than realize it down the road

No worries. The file I'm testing with is just this one from Terraria. I pulled it from yt and used audacity to change the file type.
I can't see anything I imagine would cause a problem
