Any version of the game can run as a headless server, so this is already possible

You can do that with the regular game, by starting it with the right command. All infos are on the wiki

On windows, it may be useful to start the server with a .bat file. The bat file should have the following content:

start /wait .
\bin\x64\factorio.exe --start-server-load-latest --server-settings .\data\server-settings.json
