there are multiple ways you can control it, one simple way would be active measurement

try this Sushi 101: unknown.png If you want to replicate take red or green circuit wire, choose 1, wire every belt to its neighbors. For the belt settings use measure belt contents, hold. Now you have a giant rotating measured chest. Take your wire and connect it to belts / inserter loading the belt. Enable them when (specific color of) science < X (X being desired count on the belt) .
One belt / inserter per science loading the loop

yours wont be science, but instead iron/gear/green circuit. to get the number of items you want on the belt, take the number of belts and I would do 1 item per belt so you have some excess free room so it doesnt jam

This way would be the simplest, there are more advanced ways that have their own pros/cons
