they have health bars because you can damage them with weapons to get rid of them, or ram into them with cars/tanks to deal damage to them (and your car)

the only way to get rid of the health bar is to make their health be at maximum, which I can write a command for if you want to run it in the console, or I can look for a mod that might do something
