Seems like a visual bug. I remember the lake used to be white on a first playthough, but now it is just water for me. I did install this mod https://www.nexusmods.com/babysteps/mods/2 so maybe it has something to do with it. But uninstalling it didn't seem to change anything.

Did you fly there? It may be affected by cutscene triggers. I recall watching the milk lake scene in the hills turns previous pools of water into milk; might be one that turns the milk lake itself into milk.

I was doing all sorts of stuff. I will be doing a legit run for achivements after uninstalling the mod and report back if the issue persists
