This move is butt. In my mind, I'd assume these would have SOME use, but they are too slow to try and go for something cheap on block, so they can't even be used there unless the opponent has been conditioned to not mash. I think that the mid version should at least have the same properties as 4S/214L during install or her forward assist, where it pops up rather than doing nothing. This wouldn't even give Kate meterless shoulder loops, it would just grant new combo opportunities that I think the move needs so it's at least being used somewhere
