This is my biggest gripe with the game and I'd love to see more upgrade slots and joker slots. You are telling me that the max cooldown reduction is 12%.
its not actually. You can use jokers to alter it more. Off the top of my head there is west wizard, battlemage and the very specific CD reduction time jokers you unlock at lv 55 i think in the spell schools that reduced CD for each of the same type. There is also the cantrip legendary joker for the short spells. Also the Sniper main gun gets a red joker that lowers CD by 1 sec per kill

I ultimately don't think that is the issue here. The problem is that the current stat boosts feel a bit flat, outside of running specific joker builds to alter them. After you unlock all joker slots and have invested all your skillpoints, there really isn't much more growth until 50 levels later, which is too big of a jump. Even after that, the powerboost you get from a prestige is minimal; either 2 skillpoints or 1 jokerslot, and after that you are once again stuck grinding 100 levels.
The XP buff of the next update should at least partially address this, but it doesn't solve the root of this person's issue, after a while you basically feel stuck at the same powerlevel with no real way to grow. Now, of course there is a debate to be had on if you should be able to get more and more powerful all the time, but that's besides the point. I hope you understand their problem a little better though!
Oh i agree with the OP. But your example of spell CD wasn't really a good one. Not to mention its still EA for the game, the first patch will help a little but they have room to add more jokers and weapons still. They havn't even gotten into the melee weapons yet and many weapons have very fuew mythic cards right now. Lots of things to add and nothing is stopping them from putting in more joker slots as you prestige or points. Its still early game. Heck weapon skins are not even in the game yet.
I already use half of the things you mentioned, but even with 2 jokers cards ment to target CD and maxed out CD stat, my build only got to ~50% cool down reduction. That is also factoring in that I'm building almost exclusively CD, which is why I don't understand why CD had to cap at 12% for the base stats rather than scaling to at least 20%.
its more effective to use the kills = 1% CD than a CD% joker

imagine you have a huge pack and you use a spell to nuke them, you get 1% for each kill from that spell

The stat increases are now spread across 1–40, and joker slots across 1–100. XP has been doubled for characters
Still, the maximum number of stat upgrade slots even with prestige is 26. That is laughably low in my opinion for spending that much time leveling up.
There's not enough difficulty to make uncapping the stats balanced rn
