Maybe reaching level 50 or 100 with an item could remove the stat an tweak restriction to allow for more customization. i.e. 16 Bend speed bows, 4 Explosive Rounds on minigun, 4x West Wizard tweaks on your hero for a glass wizard build

Devs can answer this too but that would break the balance of the game making you always OP.
