Well letters were often used to reflect the Japanese style scoring systems going from F to SSS, but authors started wanting more tiers so metals were introduced instead so you could just surf the periodic table for new ranks.
Metal rarity was often used yes, but also the metals in many cases were meant to be representative of the rank as well. IE: iron to steel to etc. a progression in metals.
At some point in the giant chain of inspiration that is writing, that meaning was lost. And we got crap like gold and platinum as the top tiers. Metal that is so soft you can bite into it with your TEETH.
And that’s not even getting into how for some reason people keep ending their ranks at something like Tier 1, and then have to scramble because they forgot to make their ranking systems expandable.

There’s one story I used to read that made its characters WAY too powerful in the opening arcs and just kinda went “yeah but that was a Tier 1 zone.” And literally completely redid stat sheets under the new tiered system so the main character would no longer have over 300 strength at level 25.
Which was mildly clever. Except this was all done in an extremely tacked on way with little warning to the reader beyond an exposition dump
If you wanna have tiered stats (good idea btw not all stats are equal) then it should be clear from the start it works this way.

I just had a thought for something I'd love to read, so if anyone knows anything...
House keeping mage is an isekai starting about a year or more after the mc has isekaied and you learn that she had to learn the language and she was taken advantage of until than. It ends up relatively fun/cute with a protag that uses very low power creatively but has big limitations compared to most in the world. Author apecifically wanted a story where the mc doesnt have a ton to work with. Darker spoilers of sorts for the background of the character||character deals with a lot of bad gaslighting and trauma stuff. Never raped, but still dealt with some very bad manufactured situations.|| overall, ends up as a sorta love story of two trauma filled folks learning to love again and trust folks through each other and ends up pretty sweet.

For a simple sword skill he needed to know the stance , footing , movement etc and then could execute the skills effect while not being bound by its rules
