And Ransom is a Crit weapon so less ability DMG and more Accessories and such for Crit Rate and Power

A) Every single enemy drops an echo
B) the named ones are different from the base ones
So they will try to get that echo and its not a guaranteed drop
But with the respawn times in a single player game for a mob being more than 3 minutes is a flawed design
A metric that isnt regarded often enough in video game design but should be no.1 priority
Respect of players time
People only have X time to play and that varies from person to person
IF I have to wait in a singleplayer game, that I can start and play whenever I want , for 15m or so for one chance at something
That is horrendous design and not respecting the player at all
For an MMO type , maybe okay ( in most MMOs the farmable stronger enemies except world bosses spawn faster)
But a singleplayer game has 0 reason for that limit

I just remember it used to drop from the pit with a chaos imbuement, near the final checkpoint. However that room has since changed, and I'm not sure how that affected the spawn location.

It does not seem like the bells are in the skylight/pit areas
They have to be out in the wild highlands it seems.
