I've been using it for about a month, and the answer seems to be yes. You can also trigger a task with a prompt—so be careful: telling Kiro "Start the next task" counts as a Spec too. If a task has multiple subtasks or is particularly large, it may actually trigger more than one Spec.
I think of Specs as “a big bundle of tokens” that push forward large chunks of work. My recommendation is to use them wisely: after each task, confirm whether everything was coded as expected, or ask Kiro to finish wiring details it might have missed. For that, I’ve been relying on vibe requests or quick fixes.
Hooks also make use of vibe requests.
Historically the count of spec's used for "Start task" depends on the complexit of the task. In my experance my taks take more than one spec.
