Started. Restarted. IT's been over 2 hours. Restarted my Mac.

How am I supposed to do anything when there's no chat interface

I'll ask the obvious; you have tried to click on the chat icon in the very top right corner right?

Otherwise, try the keyboard shortcut: Command + Option + B
