tried without mods again - it happens some of the time (when i click or hit C after a bite, sometimes i get trash, sometimes the minigame, sometimes the rod gets removed - estimate about equal chances for trash or nothing, 10-30% for minigame depending on skill lvl). so now i'm not sure if it's a bug or supposed to happen that way

Burglar ring is a reward from the adventurer's guild monster goals. Dust Sprites specifically.
The best floors to farm them would really just be any frozen floor that you can reset quickly (so like, 41, 51, 61, etc.) If you've unlocked it, Monster Musk is also helpful, and if you can find a convenient Monster infested floor (not a slime one) that would also be good to farm.

you can buy different beds from robin and the furniture catalog, but there are mods for furniture as well.
