i tend to charge based on how long it takes, as long as the person and i agree on how much per hour. 10 bucks an hour, takes 7 hours (of work, not including pauses ofcourse) then 70 bucks. if it takes 1 hour and a half, 15 bucks, etc.

well i'm making a retexture for all the npcs, and that's gonna take a few months atleast, so it'd cost a lot. i haven't timed it though, but i think the abigail portrait and sprite bases each took maybe 4-5 hours?
so for my example previously i'd say probably 50 bucks for both portrait and sprite for 1 character
(if the agreed base is 10 dollars an hour)

Stardew Valley took one guy several years to make
Getting one person to recreate the graphical design, interface and sprite art for a similar game is going to take massive amount of time
which is why its amazing SDV exists in the first place
and why it would be expensive to hire one artist to do it again.
if you were to make a smaller game, getting one or two people to help you with the art would be more reasonable, and if you wanted to, build the game up over time
also, using the same style would brand your game in the eyes of a consumer as a copycat, so it might be better to use a more simplistic style at first in order to separate your game from others on the market
In addition, if one artist were to recreate SDVs spritesheets, and you payed a lot for funds for it and then decided that actually, you wanted to make an RPG or a completely different game, it would be a big waste of time and resources for both parties.
in short: start small.
Also, think of hiring someone for $10 an hour. Lets say 10,000 sprites and an average of half an hour per sprite. 0.5*10,000 then *10 gets you to 50k

As much as I love the game, the system of how sprites and their animations work cause for a lot more effort required to make new NPCs and clothes right?
I think about the Flower Dance and how each frame of the dancers is a custom frame, and to allow the farmer to fully participate would require either new animation frames for every piece of clothing or find a way to animate the suit or dress and attach the farmer's head onto it. I might be wrong but that's the feel I'm getting here.

I do think that Huion has been a good competitor for a while. Wacom recently released the Wacom One which is a budget monitor tablet at "only" 400 dollars for a 13.3 inch screen. Huion has recently developed battery-free pens and tilt recognition and better color quality on slimmer and lighter hardware.
Don't want to sound like some paid spokesperson but I've been an advocate for Wacom getting some competition and seeing them finally countering with their own competitively-priced product.
Admittedly if or when I have the budget I'd get an actual Cintiq but my point still stands.

i'm really picky about it to an unnecessary degree. as long as you have a good monitor you can just correct them but i like seeing exactly what color i use as i draw. my laptop monitor made coloring a pain because it's unsaturated compared to most screens

I think there's some sort of device or something that helps you calibrate monitor color, but it might be expensive.

yeah those calibrators are out there but they're outrageously expensive, and the next natural thought of realising colours show up differently on your screens is......... you have no way to know if the people viewing your content have calibrated monitors. they probably don't
this might sound kinda neurotic but i generally check character colour palettes on about six - ten different devices before committing to them. i pull up the palette on other people's phones, computer and tablet screens, etc and check how they look

i don't think they can? i believe that's why you have to buy the device or bring the pro in
the device checks set colours based on those numbered codes you can put into the colour picker, and then tells you the necessary adjustments to make for the output to correspond to how the colour actually looks

it's always good to learn the rules before you can break them, so if you learn more about how the eye looks you can better change it to fit your style

In a separate pan or palette, add a few drops of water, depending on how light you want the color
I use the lid of my paints
Then use your brush to get some paint and put it in the water
Clean off the brush, and mix in the other color

you could try to place your two vantage points further apart
drawing the entire "box" of the house ie not just the edges you can see might also help
then you could draw an X on each face of the box to figure out where the midpoint is
from here you can go for a gable roof which is easier
but from your sketch it looks more like a hip style roof where it's a bit trickier and i think you just kinda have to eyeball it?
i kind of messed up that back further in the back

thats a pretty vague and opinionated question. id imagine most people will work it out on a per customer basis
when i commission ppl i more often times give them the character refs and give them a vague description and then i let them use the freedom to make something unique

i tend to enjoy it when ppl give me specific details cuz i want to be sure 100% theyre getting what they want, unless they specifically tell me to go crazy

Your lines are very confident which is good, and I haven't watched the Owl house but Id say it's very close to the style :)
As a critique, perhaps composition-wise, the image feels a little cramped. The character is sort of leaning to the left in disgust, but the background shape is also at that angle, comprising the balance of the drawing. In short, perhaps next time if you were to draw something similar, don't be afraid to use space. Move the title a little further from the character and use a rectangle that is not tilted to stabilise the image.
