Digitally I just use the fill tool, though depending on your program that might be unwise since programs like Paint Tool SAI have terrible fill tools, whereas ones like FireAlpaca have beautiful ones. If there's any white spots left, I go over them with a solid brush tool like the default pen, and just go to town until there's no more white spots left. (Like in thin corners.)
Traditionally, it depends on what medium you use. Pastels are easy to get down color, but be mindful since it's easy to go through them quickly. I like pastels for smaller pictures. Colored pencil ,you have to be gentle/light with since the lead is so delicate. You can go harder to get a more solid color, but it's harder to blend with. Crayons are fun in my opinion, but there's little wiggle room to blend with them since they're wax and not a type of lead. (Or at least in my experience between the two.) Watercolor is fun, but be careful of the type of paper you use and just how much water you're using in the brush, since a lot of water will spread really quickly on poor paper, but on watercolor paper, it seeps right in and has vivid hues with a cool texture. Acrylics are fun but again, hard to blend with since they dry so quick. Oils are an easy medium between the two but can be messy, and if you want to paint over something, you have to wait for the primer/base color to dry which can be time consuming.
Those are all the mediums I've worked with/been trained on. If there were any others not mentioned, or another digital method to use for coloring, either I don't use it or didn't care to. <D

Shading is something that can take a lot of experimentation on in order to get down. It's totally different from base colors imo. And there's a variety of ways to do it.
I learned from watching speedpaint videos, so maybe try to start there and just pick up some brushes for whatever program you're using and try them out? There's nothing wrong with test pictures. IMO I like taking a specific character, and repeatedly draw them with different methods each time.

with tutorials like these, all they really are is a demonstration/walkthrough of someone elses process; they arent by any means a stand-in for actual study, so if you lack knowledge of form, light and shadow, colour theory and such, or whatever the tutorial is about, then your stuff wont look the same but if you study all that and practice it's likely you will develop your own process that suits you

so me and him redid the background of it 7 times because he kept saying the color was off by a little

-if the sketch stage is confirmed, no changes to overall pose
-if the line art stage is confirmed, no changes to pose at ALL
-if the color stage is confirmed, shading/lighting will be the only thing to follow

though color is one of those things that people see differently, so it can be hard sometimes to get it across

- minor colouring edits can be made, but extra payment if it's something big
and then i give people transparent/white backgrounded versions of things so they dont have to ask me to do that
