Oh, do u have a drawing tablet? Because when I had used paint tool sai in the past, I didn't get blocky lines like those unless my tablet's pen pressure was just broken and I had to restart the driver

I used to have a shitty Wacom tablet so it was kinda necessary (also if ur pen pressure does break, reinstalling is usually a last resort, u could just restart the driver thru services and it should usually work)
For practice, use larger pen sizes and try to vary how hard you press your pen to the tablet as u draw
