It's my ideal that UI Goku, should 100% be a Techincal character. The version of Goku most known for not running in and just punching people, I feel like he should instead be something that takes the attention away from his teammates enemies, let me explain.
The main attraction I want for UI, is that he's is DIFFICULT, like I mean, hours minimum for decent play type hard. So, I've come up with something that may be able to capture that idea in some form, while intergrating things he's most known for doing.
Health
His health should be some of the lowest in the category, possibly on par with First Form Frieza, if not slightly higher.
Passive - Adapting to Unknown Instincts
- When using Skills and Supers, causes opponents hit by this action to become Provoked, all skills and supers will target UI Goku if they are within radius. Provoked status will immediately end if UI Goku leaves line of sight of the enemy. Successfully causing opponent Skills and Supers to miss or those that have been countered, will grant a extremely short cooldown reduction period.
Skill 1 - Try Harder

UI Goku will take up a counter stance, able to counter certain melee type skills, this counter will do percentage damage based on the damage UI Goku would've taken otherwise, this will also cause UI Goku to instantly appear in front of the enemy he countered. (The counter will automatically fail if the target is not within range)
Level 1 - Duration : .5 seconds , Damage : 20% of Damage Taken
Level 2 - Duration : 1 second , Damage : 25% of Damage Taken
Level 3 - Duration : 1.5 seconds , Damage : 30% of Damage Taken
Skill 2 - Soaring Fist
*Launch a AirWave following a punch, this skill will do more damage if the enemy is Provoked, (This skill can not travel through Terrain)
Level 1 - Damage : --- , Damage When Provoked : ---
Level 2 - Damage : --- , Damage When Provoked : ---
Level 3 - Damage : --- , Damage When Provoked : ---

Skill 3 - It's all Clear
*UI Goku will enter a state were he will dodge Skills aimed at him, The stance can only be activated when near the enemy, the longer the distance, the shorter the duration, eventually not being able to be used at all
Level 1 - Duration : .5 seconds - .2 seconds , Damage Can Dodge until Skill ends : ---
Level 2 - Duration : .7 seconds - .2 seconds , Damage Can Dodge until Skill ends : ---
Level 3 - Duration : 1 seconds - .2 seconds , Damage Can Dodge until Skill ends : ---
Super - Anyone that hurts my friends, Is Going to Pay!
*Dash forward and cause damage to all within the impact radius, Shorten cooldown based on the amount of targets hit, damage will increase dependent on the amount of damage teammates taken when near UI Goku. (Radius increased when leveled accordingly)

Transformation - Ultra Instinct
*Based on the amount of Damage Dodged/Countered from enemy heroes, will cause a bar to increase, allowing UI Sign Goku to transform, this is not tied to UI Sign Goku's current level. In addition, when transforming, create a AOE that allows teammates within radius to gain a cooldown reduction bonus. The AOE will end after 7 seconds. (The AOE will not effect those who are not in line of sight of the center of the radius)
Cooldown Reduction : 20%
Notes: Hopefully this grants UI a more agressive identity, allow him to cover for teammates similar to Caulifla, while being extremely more vulnerable to compensate. However, having a good one on your team, will allow you to rest easy, as all of the attention, will be on the Heart of Universe 7
