I think that you could make him a character that transforms EVERY LIFE
You use Android 14 and 15 part of the various attacks and if they both get defeated you evolve into Super Android 13
Similar but different to 1st form Frieza
Rush Attack: Handy Cannon -Ki blasts barrage, like Frieza does more damage if 14 and 15 are not sent out
Skill 1: 3D Scan Mode -
Puts an AOE that exposes the location and notifies when enemy hero enters for the duration, even if hidden in the brush applies the You Can’t Hide Debuff
Skill 2: Deadly Crash -
Beam ability that goes in a straight line hit imposes Movement Debuff
Skill 3: Search and Destroy -
has two charges you select a fighter within range and either 14 or 15 are attached to that fighter and start attacking them imposes Energy Defense Debuff
If enemy is in the 3D Scan it automatically goes to the enemy

When 14 and 15 die you can choose to transform into Super Android 13, gaining Strike Attack Up it changes how some abilities work
