Passive: "I am perfect." Cell has a meter that builds with SKILL HIT points. Cell needs 14 hit points to complete the meter. The meter will reset upon death if not completed before then. If completed, Cell will be able to revive upon death, coming back as Super Perfect Cell. As Super Perfect Cell, Cell will recieve an overall buff, which will last until he dies.
Role: Damage.
Skill 1: Psycho Crash. A small AOE will be displayed on screen, and if an opponent is caught within this AOE, Cell will lift them up with his telekinesis, and swipe his fingers, slicing them and dealing damage. This skill will provide 5 hit points to his meter. (The purpose of this skill isn't so much the damage, but more so a good tool to build meter and to stall enemies who have to sit through the animation. Cell can only catch one enemy in the AOE.)
Skill 2: Perfect Shot. Cell shoots a beam from his fingers the beam is thin, but can travel long distances. If it hits, great damage will be inflicted, as well as a stun that will last a few seconds. (Basically functions as a sniper shot.) This will provide 1 hit point to his meter.
Skill 3: Perfect Barrier. Cell generates energy from his body, creating a circular AOE around him. If an enemy is caught, it will damage them and push them away from Cell. This will provide 1 hit point to his meter per enemy hit.
Ultimate: Solar Kamehameha. Cell fires a devastating Kamehameha from his hands, dealing great damage to anyone caught in it. The Kamehameha will not only cause devastating damage, but will also become wider and wider the higher the level it is. (This will not, however, contribute hit points to his meter.)
