This downloads build 42.18 server files and not the latest stable 41.78.19.

Why and with what command can I download the lastest STABLE server files?

Yep, I have a B42 server installed on the same PC to a different folder.

I can't replicate it at all, are you sure you haven't accidentally overwritten it while trying to update your other server? Can you try deleting the folder and doing the install again?

I already tried downloading/installing to a completely new folder. Same thing. Really weird. I've been hosting Zomboid servers for over 4 years now so I'm pretty sure I know how to download/update server files.

Could you try nuking SteamCMD and starting from a fresh install?
