After the mod update the server start up is stuck on specific mods and says "Reinstalling". From the logs it says that it tries to download it but it doesn't start.
I've tried to completely delete mods from zomboid folder and copy them from steam workshop folder. Verify game files. Unsubscribe and subscribe again to that specific mod. Nothing helped currently and i don't really want to delete all mods and let server redownload them again because i feel like it gonna stuck again

Keep restarting the server, if you have a long mod list it can sometimes get stuck.
Yep have done that
But its literally 2nd mod in the list so...
Is there a file that checks between the version so i could alter it and make it skip the verification proccess since i will just copy the mod?
Can you remove that one mod from the mod list and see if you get any further?
Yep did that and at first it tried to download it and got back to reinstalling and stuck again
Just for the test i removed whole folder steamapps and started the server which eventually started the download phase of that mod so i feel like that was the broken file which contains all mods ids and their versions inside that
Currently stopped it and copying all the mods to see if it will bypass that
Okay looks like the file appworkshop_108600.acf was the broken one after replacing it server did verify everything and booted up
