I'm on version b42.17. I tried version b42.16.3 and it works fine, but there's another bug and I don't want to go back to it. I've already tried playing without mods and I still can't right click.

Make sure you have an "Aim" key assigned, even if you don't use it, that will enable right click aiming. If you have one assigned, unassign it and then reassign it to see if that helps.
