you can fine the options.ini in Home\Zomboid

then you can change the resolution and if it's full screen

that's because you're looking in the steamapps folder. It will be in the Home folder, the same place as your documents

Ok, set fullscreen to false then "width" and "height" to a resolution that is less than your monitor

setting full-screen as false seems to work just fine
