Why is the outdoor lighting so bright while my character is inside the building?

How does it look when you are outside?

I think its because the outside has already been loaded so in your characters "memory" thats how they remember outside being. And its 17:40 which is still pretty early in the day

Thats normal, as I said thats how your character "remembers" outside being. So it doesn't change for you

I see a couple of windows which aren't covered/barricaded with something. Could it be that your seeing them trough that?

or is this also the case when you are in a fully covered room?

In that room where I'm in there is no open window and the others I shouldn't need to see them

I'm also saying I can see everywhere when I'm outside too

This may sound very stupid but did you try reloading your save file? sometimes that works

So the issue is not about brightness, but visibility

Does the issue happen on a new save without any mods?
