I have a 4070 Super, i5 14400f, and 32 GB of RAM, but the game is experiencing a lot of frame drops.

The 4070 is definitely not the issue, it's far more than enough

I have a newer ryzen 7 and it still gives frame drops sometimes, being zoomed out increases the load by a lot too, have you fiddled with the texture size settings?
