Not sure why this happens, the zombies only spawns at cop cars, I've looked into the console and didn't find anything useful

Do they not spawn even if you remove mods from the server?
To check for mod issues, doing it in solo is not a good test generally

they spawn if i remove all the mods
using the same modlist on solo is fine but on dedicated server the zed disappear
I've taken care of the case sensitivity issue using some sort of script to lowercase all the mod files

I can only suggest testing removing mods on your server then to find the culrpit
