I really dont wanna hit a car while going 200kmph in my gt500, I saw one post about this issue and the specs mentioned by the OP were I think the same maybe the cpu is worse, I did what a moderator/helper said to do and it fixed it for about 5 FPS and I go from stable 60FPS to 13-21 average FPS sometimes less than 10 FPS while driving, now please can someone tell me what upgrades to I need for my PC to Fix these frame drops?

Press the "K" button wile in-game having FPS drops and check what it says
It will either mainly say that the CPU is waiting on the GPU, or the GPU on the CPU
That can help dictate the update path
Based on your specs though, I would assume that the CPU would be the one needing an upgrade
You are right it said gpu waiting for cpu thank you i will be looking for and upgrade soon suited for my budget, also would an SSD help out with loading times of my server?
Loading times are currently mainly dependant on the disk speed and CPU speed, either can be the bottleneck
You can generally check your Task Manager and see if your SSD is utilized 100 percent while loading
