For some reason I cannot highlight this tool rack, nor does it show up as a container.

I've tried holding the tool and interacting with the tool in my inventory.

I can't figure it out

You need to right click on it, select the "Extended 3D Placement" option and change it accordingly

You just need to find a way to get to the context menu on a tile.
