I hosted a server for me and my friends. I noticed that only a couple of mods are loaded and not all of them. How do i fix this issue?

i dont know which ones for sure
i noticed that the vanilla firearms expansion and transmogify mods arent loaded
but i know for sure that there are many more
oh and also spongies clothing mods
and fluffy hair

As far as I can see, some mods are not properly enabled in the Steam Workshop section
For example you have the Alice Gear mod enabled in the Mods section, but not the Steam Workshop section
Meaning the server tries to enable the mod, but since Steam has not downloaded it, it cannot find it and fails
Make sure all the mods are added in both the sections, then check if that helps with the mods not loading

i even made a different server and selected every single mod again
still nothing
i only saw the modded vehicles working

The log shows the Alice mod and other vehicle mods loading perfectly fine
Can you screenshot you being unable to spawn any of the alice gear items? Since you say it does not work
