i went through this before but i cannot fix it this time. I added more mods to my local host prior to sending to server, resulting in this issue again.
methods attempted:
-unsubscribing and resubscribing to mods
-delete save world
-verified mod order
-updated workshop ID numbers
-both lists are in the same order

Unsubscribe from all mods, do not resubscribe to them
