Debug Cheats menu not working

I turned on admin for MP and now i cant turn off noclip or any of the cheats because the menu looks like this
i also cannot close the bugged menu shown so it remains stuck on my screen until i relaunch or reset my game

Do you have any mods enabled perhaps? Does this happen without them?
