Hi, I would like to know if anyone else has encountered this problem, I wiped the server to 16.1 and the zombies are not spawned everywhere but only in a few cities or small areas.I also tried deleting the zombie file, but that didn't fix the problem. Has anyone else encountered the same issue? Or solved it?

I tried both in a modded server and also in a vanilla server, the settings are vanilla except for loot, animals, vehicles and something else
At this point I assume it's the host
