#Running Server w/ Mods and "-nosteam"

We want to stay on the previous build of b42 so we are running clients and server with -nosteam. We moved all of our client's mods from the workshop folder to C:\Users\USERNAME\Zomboid\Mods and confirmed that they work locally. However, the server doesn't seem to be loading the mods when -nosteam is used. Do we also need to move the server mods out of workshop\content\etc.... and place them somewhere else for it to load them?

Our buddy running the server is hosting on indifferent broccoli and it looks to be linux based? The server is split into two folders: server-data and server-files. Thats all we have access to

The workshop folder is only for Steam Workshop mods

Any nonsteam mods have to be manually installed on clients and the server
