it’s cuz the game registers aiming exp when you land a shot, not when you actually shoot a bullet
easiest way to get more is to use a shotgun, or to raise the amount of exp you get by adjusting the multiplier in the sandbox settings
or you can download a mod to change how gaining aiming exp works, by making it so that eevry shot you take gives you exp
