Sorry if this is something that's come up before or is something with an obvious fix but whenever my friend tries to join me if I host a server with steam it will tab their game out and show this message. If they click either option nothing happens and they remain on the main menu

Have them shut off the game first, then accept the invite and check if it works
If not, have them join you by right clicking your user profile > Join game

Neither worked they both just resulted in the same popup with nothing happening after. I tried getting them to host but I cant join them and they don't get the option to invite me on the pause or the steam menu for some reason.

Interesting.. did your friend perhaps enable the -nosteam launch parameter?
Since that would disable Steam, prevent inviting other players, or joining them

The parameters do not change after a fresh install, since that is a Steam setting
You would have to fresh install Steam itself to reset that
So just remove that option and it should work fine after that
