i have both a metal drum, and 4 stones in my inventory, and the game does not seem to recognize the metal drum as something i can use for the charcoal burning barrel, even though one of the options allows for the use of a "metal drum"

it was from a small group of trailers right outside the junkyard at irvington

It looks like there are two types of barrels, the one you picked up specifically cannot be used in that recipe

I would suggest reporting it as a bug in our forums though, since I assume both barrels should be usable for the charcoal burning
