Just repack all the mods into your own modpack, post it to the Workshop, and set the visibility to "Unlisted" (link only)
Will that stop the mods from updating?
as a mod updates on itself whenever an author updates it, or atleast thats how it seems
By repacking them, you are:
Creating a "Snapshot": You take the current files and upload them as a brand-new, separate entry in the Workshop.
Severing the Link: Since you are now the "author" of this new upload, the original modders can't push updates to your version.
Privacy: Setting it to "Unlisted" means only your friends/players with the link can see it, avoiding copyright issues with the original creators
Not all modders allow repacking their mods into a separate modpack, but I think if it's just a server for you and your friends, it’s not a big deal

This is what ivr been wanting to do since 42.13.2 since as far as my small personal group of me + 1-2 extra players we just want to have a long term world and especially in 42.14.1, things were extremely stable/the mod list was complete
But trying to search actually how to "Repack all the mods into a single time locked upload" of sorts , especially here, is just responded with " no you must suffer the updates and breaking of game versions/mods and screw you for playing with personal friends" (no information)

This is a great idea, that requires too much effort for friends servers ;_;, but yeah the same is happening to me I keep my server running 24/7 but friends are always asking me to restart it
