This error usually just means the game isn't installed / updated correctly

Can you install the game on your C drive instead, since I can see its installed on D at the moment

I didn't move the game to Drive C.
I deleted it, installed it on Drive C, and haven't moved it to Drive D yet.
But something did remain in the folder after deleting it.

I just assumed that Steam completely deletes the game folder and leaves only an empty folder, nothing more.

No unfortunately it does not, it only deletes the files and folders that correspond to the version you have installed

#

So if you place any extra files, or if files are left over from an update, they will stay there forever even after an uninstall

#

Its why the manual deletion has to be done, since leftover files will cause issues for PZ as it tries to load them
