I was setting up a dedicated server and when I went to install it using the commands right after you make that file that you're supposed to make it would not install the server correctly it either acted like it didn't install it at all or it would only install it partially with that being just a steam apps file

That means SteamCMD is having issues, not the game. Try reinstalling SteamCMD itself by wiping its folder and redownloading it
