If you have issues with mods, try disabling them one by one or in batches to figure out which specific mod is causing the problems.
Do it on a new save to to prevent any issues on your current playthrough as removing mods can cause items to be permanently deleted.
After you find out which mod is problematic, consider reporting the problem to the mod creator on their workshop page.

There seems to be a game install issue present, or at least one related to it.
Can you try doing a full reinstall?
First, uninstall the game, then go to "Steam\steamapps\common\ProjectZomboid" and make sure there are no leftover files or folders there.
After that, go to “%UserProfile%\Zomboid” and delete everything there except the “Saves” folder.
Then just install the game again and see if that helps.

Are you certain you followed all steps exactly as written? Can you screenshot the folders you manually deleted?
