If you have issues with mods, try disabling them one by one or in batches to figure out which specific mod is causing the problems.
Do it on a new save to to prevent any issues on your current playthrough as removing mods can cause items to be permanently deleted.
After you find out which mod is problematic, consider reporting the problem to the mod creator on their workshop page.
I'm not using any mods, the server is exhibiting this bug even without any mods

But if it happens without any mods loaded at any point, can you share your logs.zip file found in %UserProfile%\Zomboid?
I cannot accept the log if there are mods present though.
I downloaded the mods I use in single-player mode, but I haven't activated any on the server... Anyway, I'll send the logs.zip file
Mods that are enabled in game can affect the server as well. I would suggest you go to “%UserProfile%\Zomboid” and delete the "mods" folder and the "db" folder as well.
Then try running the server again
