Which area to prioritise when upgrading for multiplayer gameplay: Network or pc specs?

Do other players with low spec or dated systems experience slideshow-slow lag & fps performance when being a passenger in vehicles?

I am wondering if this is more likely to be a network related issue or if my little laptop is struggling a bit, even when I dont even need to use lower settings and it is fine when I drive?

I dont want to spend alot of money on a gaming rig just to find out that it was just a server-side or latency issue.

Thoughts?

At this moment, being a passenger in a vehicle is both dependant on the PC and the network, there is a lot of data synchronized when driving together, so it can lag a lot more than any other action
