mods and without mods this happens ive reinstalled and verified the game files multiple times

i had just erased all that whole folder as well and uninstalled the game but im still unable to get past character creation without this screen showing

It seems like the logs show a game install issue, possibly leftover files from a failed update.
Can you try doing a full reinstall?
First, uninstall the game, then go to "Steam\steamapps\common\ProjectZomboid" and make sure there are no leftover files or folders there.
After that, go to “%UserProfile%\Zomboid” and delete everything there except the “Saves” folder.
Then just install the game again and see if that helps.
It is very important to delete the leftover files, a simple uninstall as you likely did will not be sufficient.
