One friend can't connect to my dedicated server

Hello! I start a new dedicated server, its ok, all my friends can connect to it, but one of them can not( earlier, when we play on my host, he can play with me. He said that he can connect to another dedicated servers, this means that he had all needed ports are open. Is some more reasons because of he can't connect to my DS?

What error does that friend get when connecting? And can he try using the "Use Steam Relay" option when connecting to the server?

To check for any network errors, is your friend able to switch to a different network? Such as connecting to a shared mobile hotspot, or by using a VPN?

Yes, he can connect to several other servers, and yes, its very strange, but I give him my Netherlands vpn, which I can use to connect to my server, but he can't connect, ever using my vpn((

A VPN might not be sufficient in that case, the best test might be connecting using a shared hotspot, or a different wifi / network
