Judging by this image, does anyone have any idea why my cow and bull are so stressed and are never calm? They have food and water.

Well you're in a city. Cows don't like loud noises and a zombies bashing there head against a wall make them stress and living in a city you be stressed out.

Driving around them will stress them out aswell
